On October 20, Southwestern University of Finance and Economics (SWUFE) and the China Overseas Development Association (CODA) jointly hosted the Guanghua Forum at SWUFE’s Guanghua Campus and signed a cooperation agreement to promote high-quality development. Li Yongqiang, Deputy Secretary of the CPC SWUFE Committee and President of SWUFE, met with a delegation led by He Zhenwei, President of CODA.

In his opening remarks, Gui Fuqiang, Member of the Standing Committee of the CPC SWUFE Committee and Vice President of SWUFE, stated that the university would work with CODA to establish a collaborative innovation platform bringing together an industry association and a leading business school. The partnership aims to create an ecosystem that generates research outcomes, cultivates talent through training, advances projects through business connections, and pools resources through shared platforms, thereby supporting Chinese enterprises in expanding overseas.
Fu Chengyu, former Chairman of China Petrochemical Corporation (Sinopec Group), delivered a presentation titled “Reflections on Chinese Enterprises Going Global in the New Landscape.” He emphasized the importance of adopting a long-term perspective, building compliance capabilities at an early stage, and leveraging university think tanks and industry platforms to reduce the costs of trial and error. In his presentation, “Opportunities and Challenges for Chinese Enterprises Going Global Amid Changes in the Global Landscape,” He Zhenwei examined the evolution of Chinese enterprises’ overseas expansion and the emerging requirements for risk prevention and management. He noted that opportunities favor enterprises that are well prepared, comply with rules, and make effective use of available platforms. He added that CODA would help enterprises access resources, assess overseas markets, and manage cross-border risks. Zhao Jingmei, Executive Dean of SWUFE’s School of International Finance, delivered a presentation titled “Using Overseas Markets as a Sandbox for High-Quality Development.” She encouraged enterprises to move beyond homogeneous price competition and strengthen their capabilities in innovation, global compliance, and cross-cultural integration, with the aim of developing outstanding enterprises that combine Chinese characteristics with a global outlook.

The two parties signed a cooperation agreement to promote high-quality development and jointly establish a collaborative innovation platform integrating industry and education. The partnership will provide enterprises in western China with integrated services covering talent development, think tank support, project matchmaking, and risk prevention and management, facilitating their high-quality expansion into international markets.
